Design Budget - $0 --> $2,500

Having been removed in the previous proposal, a new design budget is requested for Q1 2024 to allow for a series of planned design works on the Beefy UI. As with the previous budget, the team intends to use known designers who are familiar with the site to assist with the proposed new elements, with all agreed updates being implemented by core team engineers. The ongoing need for a design budget will be revisited for Q2, and any unused budget will be retained by the DAO with payments to the designer reflecting work done only.
