Granting Discretionary Funds for Beefy Core

The Beefy Core Team encounters various requirements for funds that are too small to put to individual vote, such as software platform subscriptions or smaller marketing spends.

This proposal grants the Core Team access to a monthly, "petty cash" stipend of $5000 to quickly and directly fund these initiatives on a needed basis.
