Reward active cowmoonity contributors with $ARB

Without the Core team, Cowmoonity Heroes and Strategists Beefy would not be able to run the way it does. I propose to use a percentage of the 1.8M $ARB the Beefy treasury is getting to reward some of these active Cowmoonity members. These tokens will be evenly split between the receiving members.
