Reinstate discord chat EXP in Degen-Discussions Channel

There is no reason that one of our discord channels should be excluded from distributing exp for participating in the beefy community discussions.

We want our community to be engaged with beefy and we should be enabling ourselves to fairly quantify their engagement with the exp that is distributed for engagement, just as it is any other channel in the discord.
