As Beefy’s governance continues to develop, the Cowmoonity has witnessed a range of proposals of varying levels of usefulness. In some cases, we have seen proposals that have not been well thought out, that cover issues which obviously do not require formal governance, or that have sought to task Beefy with the impossible. Though some attempts at steering our governance process have been made, Beefy has not yet adopted any particular guidance or rules to that effect.
This proposal suggests that some guidelines would add value to our governance, by steering proposal submissions, providing a resource to answer questions, and offering a source of authority for members to moderate inappropriate or harmful proposals. However, it is recognised that strict rules can be harmful and stifling, and that governance needs to be an open process. As such, it is proposed that the Cowmoonity adopt the following draft guidelines, which seek to address each of the issues raised above without setting any strict limits on our process:

Members are encouraged to review and contribute to the guidelines, particularly by participating in the #💡-proposal-ideas channel on the Beefy Discord. In particular, your attention is directed towards the following guidelines:
(1) Guideline 1.5, which suggests that the guidelines (if adopted) would not require a formal governance proposal for updates to be made, though news of updates should be made available to members; and
(2) Guideline 7.1, which puts proposal moderation within the competence of the Beefy Core team, though envisages that this may be delegated to non-Core members (e.g. Mods).
