TLDR: Beefy should (1) trial and, if successful, appoint and (2) grant a limited Power of Attorney to ChainPatrol to represent Beefy DAO with respect to moderation of online content and websites in order to protect Beefy’s community and users.
Background
Longtime members of Beefy DAO will know that it is occasionally necessary for the DAO through our governance process to grant a limited power of attorney to individuals and organizations that exist to support the DAO’s operations. For example, [BIP:73] provided such authorization to Core Contributors in limited circumstances requiring discretion. This is particularly the case for services which interface with the real world, and need to demonstrate to other traditional organizations that they are empowered to act on Beefy DAO’s behalf.
Since the project’s inception, Beefy and our community have engaged in daily battles with legions of spammers, scammers and other dangerous digital actors. Our organizational structure and decentralization often makes this process challenging and onerous, putting us at a natural disadvantage to traditional organizations. However, as we and the industry continue to grow and develop, new options for tackling online harm are becoming available.
This proposal seeks to deploy a limited power of attorney to empower services that can support Beefy in our battle to protect our community and users from online harm.
ChainPatrol
ChainPatrol Inc. (“ChainPatrol”) is a Delaware corporation with a principal address at 900 Foulk Road, Suite 201, Wilmington, DE 19803. The team provides protective and preventative services to manage social media and digital communities, including takedown request on social media content, profiles and channels, challenges to domain registrations and intellectual property right impositions, as well as all associated applications and correspondence.
Certain of Beefy’s Core Contributor team met with ChainPatrol at Token2049, Dubai and were immediately excited with their service, which tackles a number of core risks that Beefy has faced throughout its history. Following this, the team has undertaken a limited trial of the service, and are suitably impressed with the results.
ChainPatrol and Beefy’s Core Contributor team have negotiated over an initial service contract, and settled on a fixed 12-month term with various early termination rights, at a cost of $1,000 per month. This will include the key services which are of interest, leaving some more premium options on the table for later discussion. Core are satisfied that the terms and pricing are fair and satisfactory, and are keen to undertake an initial commitment to try the service out over the next 12 months.
To begin with, ChainPatrol are offering a free trial period for the team to test out and scrutinize their service. Certain services are already being tested, but others require authorization from the DAO before ChainPatrol can commence the trial. This proposal seeks to obtain the necessary authorizations to test out and evaluate ChainPatrol’s full service.
Scope of Authority
This proposal purports to grant a limited and specific Power of Attorney to ChainPatrol as Beefy DAO’s true and lawful attorney in fact and agent to undertake and perform the following acts on the DAO’s behalf:

to prepare, execute and submit to takedown requests to social media platforms (X.com, Discord, Telegram, Reddit, Instagram, Youtube, LinkedIn, TikTok, Facebook, Medium, Patreon, Farcaster, Mastodon, Lens Protocol) in Beefy DAO’s name and on Beefy DAO’s behalf any documents necessary or appropriate to confirm authenticity of the undersigned’s account and report impersonation accounts and instances of intellectual property infringement, including but not limited to complaints for trademark and copyright infringement;

to prepare, execute and submit to websites, domain name holders, their registrants, hosting providers, and registrars, in Beefy DAO’s name and on Beefy DAO’s behalf, any documents necessary or appropriate to confirm the existence and validity of Beefy DAO’s intellectual property rights for purposes of reporting and for the removal of website content or domain names which may infringe Beefy DAO’s intellectual property rights, including but not limited to undersigned’s trademark and copyright rights;

to prepare, execute and submit to mobile application stores, marketplaces (Google Play Store, Apple iOS store, Microsoft App Store, OpenSea, Blur, Magic Eden, Zealy, OKX NFT Marketplace), in Beefy DAO’s name and on Beefy DAO’s behalf, any documents necessary or appropriate to confirm the existence and validity of Beefy DAO’s intellectual property rights for purposes of reporting and for the removal of mobile applications which may infringe Beefy DAO’s intellectual property rights, including but not limited to undersigned’s trademark and copyright rights; and

to take any other action of any type whatsoever in connection with the purposes set out in 1-3 above which, in the opinion of ChainPatrol in fact, may be of benefit to, in the best interest of, or legally required by, Beefy DAO, it being understood that the documents executed by ChainPatrol in fact on behalf of Beefy DAO pursuant to this Power of Attorney shall be in such form and shall contain such terms and conditions as ChainPatrol in fact may approve in its discretion.
Beefy DAO hereby grants to ChainPatrol in fact full power and authority to do and perform any and every act and thing whatsoever requisite, necessary, or proper to be done in the exercise of any of the rights and powers herein granted, as fully to all intents and purposes as Beefy DAO might or could do if personally present, with full power of substitution or revocation, hereby ratifying and confirming all that ChainPatrol in fact shall lawfully do or cause to be done by virtue of this Power of Attorney and the rights and powers herein granted.
This Power of Attorney may be revoked by Beefy DAO at any time, where notice of such revocation is made in writing to ChainPatrol.
Additional Core Authority
Though the Beefy DAO can revoke the above Power of Attorney for ChainPatrol at any time, it is foreseeable that this would require a governance proposal to withdraw, leading to a delay of several days. As this is a sensitive area, where serious breaches by a service provider could lead to harm for the DAO or the wider project, this proposal requests that a mechanism to revoke the ChainPatrol Power of Attorney immediately should also be pre-agreed.
The Beefy Core Contributor team therefore proposes that a further limited power of attorney is granted collectively to the Core Contributor team to (1) determine whether the trial should be extended to a full 12 month contract at the end of the trial period, and (2) immediately revoke the ChainPatrol Power of Attorney at any time and for any reason. The Core Contributor team have high hopes for the ChainPatrol relationship, and are impressed with what we have seen so far. We expect the authority to revoke ChainPatrol’s Power of Attorney should only ever be needed in extreme and unforeseeable circumstances, and do not intend to make use of it.
Proposal
Beefy should:

undertake a trial and, if successful, appoint ChainPatrol to act on its behalf in relation to the online moderation services outlined in this proposal;

grant the limited Power of Attorney to ChainPatrol outlined in this proposal to represent Beefy DAO with respect to the online moderation services also outlined;

approve a budget of $1,000 per month for the next 12 months to cover ChainPatrols fees for the online moderation services outlined in this proposal; and
-
grant the Beefy DAO Core Contributor team a limited power of attorney to (1) determine whether to continue with the service beyond the trial, and (2) revoke the ChainPatrol Power of Attorney at any time and for any reason.
