Send pending bounties

We have a number of bounties which have been voted on over the past couple months. These bounties have not yet been sent, so this vote is to approve the process to send to the recipients.

There are 2 ways we can do this. One is more trustless, but requires more voting on Aragon. The other will grant Biko permissions to send BEETS to the recipients without any votes. Here are the steps for the two options.

Recommendation

We (funky and minusminus) are ok with either option, but as you can see Option 2 requires less steps and is generally more efficient. Consider that we would also need to do a similar set of steps for bounty vesting, so we want to avoid red tape if possible.
