Mars parcels incentive drop (1st part)

Our 4/20 promotion has concluded so we are currently doing nothing for our print community. We can start a new incentive program for print holders immediately.

This vote is to allow the necessary funds for buying, renaming and dropping parcels on Mars to all Enigma 17 holders to date.

Parcel renaming allows us to keep building BeetsDao branding.
