Setup Discourse Forum

We are in need of better organization:

Discord is far too chaotic. For proposals to have structured discussion and a place for documents to live - propose that we setup discourse. After speaking with several other DAOs it seems to be the defacto choice.

We will create a random address and tokengate the URL with BEETS tokens, so our proposals do not become public.

The cost (in dollars) is $1200 per year or roughly .5ETH. It is hosted so requires minimal to no maintenance.
