[WIP #18 - time extension] - (Voting Time Extension) Amendment & Clarification of Quarterly Redemption

This Snapshot is to allow for an additional 4 days of voting for WIP18.

The original WIP 18 snapshot had erroneously set the voting time limit to 3 days, which does not fulfill the 7 day voting period to properly pass WIPs.
