House of BGANs quorum voting

This proposal is to amend the language for the House of BGANs in order to accommodate a quorum-based voting approach as opposed to using a time-gated voting approach. The goal here is to allow The House of BGANs to cast official votes in a timely manner which will allow the multi-sig to act upon those votes in a timely manner.

New DAO CONSTITUTION language to be amended in section 3 under “THE HOUSE OF BGANs”

BEFORE “3. The House of BGANs must secure 5 of 9 possible votes in favor of the same choice in order to cast a vote for that choice on behalf of the treasury.”

AFTER “3. The House of BGANs confirms votes via a quorum of 5 votes in favor of the same choice. Once a quorum of 5 votes in favor is reached, the multi-sig may immediately act on behalf of The House of BGANs.”
