DISMISSAL

Hi all, Snooplion here.

This proposal intends to create a third type of proposal. So far we have the following.

  1. Standard proposals a. Any valid proposal for the DAO that follows the defined rules of the constitution.
  2. Vetoes b. Vetoes allow us to trigger a vote to undo a passing proposal within the first 24 hours after a standard proposal passes.

The 3rd type of proposal I’d like to amend here is the mechanism of DISMISSAL. 3. Dismissals a. Dismissals allow us to cancel a pending standing proposal after a proposal has been pending implementation for 90+ days.
b. For a dismissal to pass it requires a 2/3rds vote or 66.6% of the total votes cast. c. A dismissal can be triggered at any time, by any voter, for any proposal that has been pending for 90 or more days. d. Once a dismissal has been submitted and completed, then the 90 day counter starts again. This means that a dismissal may only be submitted for 2nd time after 97+ days after the original dismissal (90 days plus 7 days for the dismissal vote to run).

I’m creating this proposal because I think it’s important for the DAO to be able to change its mind in the future. If a proposal passed ~3+ months in the past and hasn’t been implemented, then it’s fair for the DAO to ask the question “Do we still want to do this?” Regardless of what the will of the DAO is at that point in the future, it can vote accordingly. In my view, all functioning organizations have this power and at the moment this DAO is unable to pivot in this way when necessary.

Add a 5th rule to the “PROPOSALS: Voting Rules” section

    5. 90 days after a proposal has officially passed, if it has not been implemented and is therefore still pending, any voting member from the community may submit a dismissal for the pending proposal.
        a. If a proposal is officially dismissed, it is converted from a pending proposal to a failed proposal.
        b. For a dismissal to pass, it requires a 2/3rds majority vote or 66.6% of the votes cast. 
        c. If a pending proposal survives a dismissal attempt, the 90-day window to submit dismissals for that proposal restarts as soon as the dismissal vote that failed closes.

Give House of BGANs voting power for dismissals. So in the section “THE HOUSE OF BGANs,” rule 2b would become the following, giving the House of BGANs the ability to cast a vote on behalf of the DAOs holding on DISMISSAL proposals.

b. Any valid DISMISSAL proposals triggered by the community.
