Decrease issuance of BOTM to Bi-monthly Bastard of the Month (once every other month)

For this year resume BOTM but only a single BOTM for the combined three month period of January, February, March.

Then begins one BOTM every other month after that. BOTM of April+May BOTM of June+July etc.

Purpose: DAO Cost Savings and have a bigger pool of bastard contributors to choose from!
