EXTERNAL DAO REPRESENTATION for THE HOB

This proposal is to amend the language for The House of BGANs to give The House of BGANs the ability to exercise voting rights on behalf of the DAO for all externally qualifying treasury holdings.

Recently we ran into an issue where the BASTARD DAO was unable to participate in a FLOOR DAO vote due to the conservative time-gated voting structures of the DAO. The House of BGANs is designed in a compatible way with handling this kind of problem. The idea here is to give The HOB the power to quickly pass a vote for externally facing opportunities like a FLOORDAO vote. The flexibility that comes with this power has major upsides, and the community retains the ability to influence the vote via informal communications in discord with The HOB while retaining the authority to vote in/out HOB members they don't feel adequately represented by.

Here we would add a conditional to Section 2 of THE HOUSE OF BGANs

“The House of BGANs may cast a vote on behalf of the holdings in the DAO treasury for any proposal types that are outlined below.”

b.  Any valid external voting opportunities that the BASTARD DAO qualifies for based on the treasury holdings.
