Pay Ties for creating a sales bot for us

Previously a proposal was passed to buy a SalesBots Activation Pass for 0.5 ETH. While the proposal was in progress we talked with Ties, a developer that built sales bots for other communities (e.g. EthBlockArt). After discussion in the Discord, people agreed to go with his bot instead as he'd be able to do more custom work and integrate things like LooksRare.

This proposal authorises sending Ties the 0.5 ETH that we would spend on the activation pass.
