For the Treasury to match bribes in the upcoming FloorDAO Vote

Proposal for the Treasury to match bribes submitted through Hidden Hand in favor of Bastard GAN Punks V2 for the FloorDAO vote up to 2 ETH.

i.e. if 30 people commit 0.1 ETH for bribes, the treasury will match those bribes until they reach the 2 ETH cut-off. The bribe total is then 5 ETH (3 from the community + 2 from the Treasury).

The goal with bribe matching is to incentivize community involvement from those who decided not to hold $gFLOOR for direct voting. As well as incentivizing other undecided voters.

This proposal is for the DAO to commit at most 2 ETH from the Treasury to go towards matching bribes for BGAN Punks V2 in the May 30th FloorDAO vote.
