Approval of payment for completion of 2d metaverse compatibility

As referenced here https://snapshot.org/#/bgansv2.eth/proposal/0x936734a28f38942b7caf78efd68dd28b54337fba33484589d93088e1f9716632 Witrebel has lead the way in building an AI model helping to get bgan pfps to a state of having a backgroundless image per bgan. This will help enable integration into various metaverses in the future and providing a foundation for future contract ideas the community has frequenlty discussed in discord. One example is a contract that allows a holder to deposit a bgan and a glicpixv2 in order to create a new user curated collection of glitchy background bgans, which would create deflationary pressure on both the glicpixv2 and bganv2 collections.

There remain some roadblocks to this being a production ready feature.

1. The community needs to review and select the best crop for ~8000 total images. This work is underway and Witrebel built a website to help with this process. http://bgans.rocks/
2. Edge cases will need to be manually reviewed and some will need to be manually cropped.
3. Hype results are often questionable so we will need to manually crop some subset of the hypes (potentially each frame in those hypes).
4. Witrebel has additional ideas which would require more work for automating hypes completely so that we can have backgroundless gifs for each hype.

With this in mind, I propose the DAO approve 2.5 ETH payment to Witrebel and team upon shipping these features to production. Qualification for payment requires that each bgan has a backgroundless image added to its tokenURI metadata, while hypes have both a png reference for and a gif reference where applicable. Witrebel will be the receiver of the payment and deploy the funds to the team that helped hm based on the scope of their contributions.
