Give BGANs to BGAN buyers

We've seen BGANs pick up some more volume in the past week. Some people suggested it could be a good idea to do a giveaway campaign where the DAO awards a BGAN to a random person that bought a BGAN in a certain time period.

This could incentivise more people to buy BGANs for the incentivised period of time and create some more hype around the project. At the same time it is not guaranteed that the receivers of the giveaways will keep it or whether the generated volume will be genuine.

For the sake of the experiment I'd say that we accept these potential drawbacks and go ahead with the giveaway campaign, after which we can evaluate the results and learn from it for future proposals.

The DAO currently has around 20 BGANs in the treasury, but also over 80 ETH, so for this proposal I propose to purchase new floor BGANs, so that we do not decrease the treasury's BGAN position.

I propose 2 options:

• We run a longer term campaign that gives away 1 BGAN per week to a random buyer that bought a BGAN on OpenSea or LooksRare in the preceding 7 days, running for 4 weeks in total.
• We run a short term campaign that gives away 1 BGAN per day to a random buyer that bought a BGAN on OpenSea or LooksRare in the preceding 24h, running for 7 days in total.

If the proposal is accepted, this authorises the DAO to purchase the required amount of BGANs and decide on a start date/time by means of discussion on Discord.
