To licence DAOs Bgans so that they can be used freely

This is a proposal to allow the DAO to license its Bgans using the YBYC (your bastard your call) contract so that anyone can employ the art and make use of it.

Benefits: Allows holders and non-holders to use the art to build a brand, to make a creative work out of them, to market Bgans and to use them in whatever way that would benefit them and/or the community. In addition, it allows Berk and others to freely integrate them in metaverses such as glixxxties without needing to worry about IP.

There has been a great discussion between Snoop and Bganlawyer regarding how to proceed with the licensing (see: https://discord.com/channels/808494274856353833/880895699795992666/1058402385082454016). The main issue was that in some situations such as in the case of CC0 licensing, the IP is effectively destroys in today’s laws and cannot be changed back (irreversible). This contrasts with our licensing law "your bastard your call" wherein the owner can freely change the licensing at any moment and for example "revoke CC0" (reversible). Bganlawyer suggested we work on the language of the license rather than declaring CC0 while Snoop suggested that we consider the YBYC contract to be the highest authority and the norm. "The rules of Berk's YBYC contract are the only rule of law and time specific initiation rights ruling is fundamentally how it functions, the state of the IP can be changed by the owner whenever, and people acting within the rules of the license during a fair window are playing by the rules. The contract requires observations of the rules within the specified windows where those rules are established and can be verified on chain at any point in the future as having been established when that usage was initiated. The contract is the foundational layer, not the infinite number of licenses that can be layered on top of the contract, some that could be in conflict with the foundation of the contract."

For this reason, I will include three choices to vote for in this proposal.
