Proposal to reduce the number of multisig signers from 9 to 7 signers

This is a proposal to reduce the number of multisig signers from 9 to 7. If successful, for a transaction to pass it will require 4 signatures instead of 5. Reasons: 1- Faster signing. While all signers have been doing their job to the fullest, there has been many time-sensitive signatures that were difficult to organize. We usually fall short of 1 or 2 signers. With 4 signatures we may be able to act faster without compromising security. 2- While this is not the main reason and not as important, the DAO can save 0.1e every month with less signers.

If the proposal passes, 2 signers would volunteer to step down, if not, a new multisig signers election will be triggered and the DAO will have to vote for all signers.
