Gas Refunds - Staking, $Gum Claims, Burning

Abstract: The community wallet will refund gas fees up to $50 per holder to claim $gum, unstake kids and pups, and/or burn for Futuristic Kids.

Motivation: Reward holders by giving them a chance to claim $gum earned in staking, and/or create Futuristic Kids. $Gum could be used to claim merch especially with new items coming to the market. It would help holders bring back pups/kids from camp that could be burned for Futuristic Kids.

Rationale: The timing would be good and help promote the NFTs with the gum and animated short now out, plus new merch and comic dropping soon.

Specifications: The gas reimbursement will be limited to one refund per holder. Multiple transactions are allowed (ie. unstaking/claiming $Gum, burn for portal pass, burn for Futuristic Kids.)

A refund request should only be done once all desired transactions are completed. For example, if a holder unstakes pups and then creates a portal pass and Futuristic Kid, they would submit the 3 TXNs with the gas amounts for reimbursement. If the holder unstakes and creates 2 Futuristic Kids, there could be 5 TXNs. As long as they are all submitted for reimbursement at one time, the community wallet will reimburse the gas paid up to $50.

Steps to implement: Assuming the passage of this proposal, BGK High Council (HC) will:

1. Communicate in Discord the full procedure to claim refund
2. Create a dedicated channel in Discord for refund submissions
3. HC will review and validate the submissions to ensure refunds are limited to one per holder.

Timeline: The goal would be to start the refund period November 26, 2023 and have it end December 26, 2023.

Total Cost: <5 Eth Reimbursements would be limited to 4.999 Eth to allow for a simple super majority (67%) vote regardless of number of votes (no quorum needed - based on change in quorum rules implemented in Oct. 2022 - see attached).

At current Eth price of approx. $2050, this would allow over 200 holders to claim for reimbursement at the full $50. There have been approximately 180 unique wallets that have staked. Considering dormant wallets, the potential that some of the holders may have staked from more than one wallet, and that some might burn for Futuristic Kids without having any staked, the amount should still be more than enough for anyone interested.
