4.99 Eth for accumulating solid nft projects on dip

Proposal: -4.99 eth to let HC purchase various NFTs on this dip over the period of 2-4 weeks. Projects to buy will be decided by taking into account community opinion on Twitter polls without need for 5 day waiting period on each vote.

This allows HC to move quicker on dips for certain projects. These projects will be bought with intent to hold in the wallet medium to long term as well as potentially take profit on when market rebounds. Separate votes will be held when it comes time to debate selling any assets bought during this time period.
