[GP17] Treasury Multisig Update

Galxe team. Boyang from P12 wallet address to be replaced by another wallet address controlled by the signer. The updated Multisig signer list is as follows:

Mani - Galxe Team Boyang - Project Twelve Steven Lei - Galxe Community Joanna - Galxe Team Shiyu - CyberConnect Mable - STEPN Fico - Galxe Team Hiker - Galxe Community Tian - Galxe Team

These Multisig signer changes are necessary to continue the seamless operation of the Treasury Multisig and the Galxe DAO.
