100k $PØØR to be able to create proposals

The initial rule I suggested in our community was 250k PØØR to be able to create proposals. In order to allow more people to create proposals, I suggest to change it to 100k PØØR. A certain amount of holdings is required for that, in order to show some "skin in the game" concerning community, which enables to suggest a proposal to the community. Every holder is able to vote in proposals nevertheless, with one's votes weighted according to one's holdings.
