Should we use 50m AQUA from Vortex to pay +25% premium to WETH/AQUA UniV2 pool?

• Use 50,000,000 (~ 25% of Aqua from the Vortex AKA 5.25% of total supply) Aqua tokens from the Vortex to run a centrally distributed programme where we pay an additional 25% Aqua premium to fees generated within the WETH/AQUA Uniswap V2 pool.
