Compensate the Rebase Button Pushers

Hello Bloody Community,

I would like to propose a compensation for the past and future pushers of the mighty Rebase Button.

Currently, pushing the button is not being incentivized and only wastes gas for the pusher.

Lets change that by giving a small amount of bloody tokens from the fund to compensate for (some) of the gas lost.

The compensation amount propsed per pushed button is: 112.5 BLOODY (0.00957563 ETH) at time of writing (4.35% spill rate).

The reward compensation should take the elasticity as well.

The total spending per day would be 2700 BLOODY at time of writing(4.35% spill rate).
