BIP-10: Operation SuperMode, a MODE Network native incentives proposal

With veMODE Season 4 beginning today (and bringing additional OP incentives to wMLT and BMX-wMLT not outlined in this proposal), we think it is time for BMX to deploy its native incentives on Mode.

We propose the following incentive distribution for Operation SuperMode:

• 8k BMX for wMLT/BMX LPs across 12 weeks to the native vault;
• 6k BMX for wMLT/USDC LPs across 12 weeks for voting incentives on Velodrome;
• 3k BMX for veMODE voting incentives across 12 weeks;
• 4k BMX across 12 weeks for Classic volume trading incentives;
• 4k BMX across 12 weeks for Freestyle volume trading incentives;

Voting incentives for veMODE voters will be provided through Hidden Hand.
