BRT-17: Reward Snapshot Voters With Increased Airdrop Odds

tl;dr

Double the airdrop odds of winning a CryptoCitizen minting reservation for wallets that participate in the upcoming City governance vote.

Proposal

Wallets that participate in City Selection snapshot votes will receive a 2x multiplier on their odds for any CryptoCitizens held during the subsequent Citizen airdrop.

This modification would not allow the same CryptoCitizen to win two minting reservations, it would simply double the odds that any Citizen held in an active voting wallet would be chosen during the raffle.

As an example, a wallet with 1 Citizen that votes on the location of City 8 would receive double odds of winning a CryptoTokyoite minting reservation airdrop.

Argument FOR:

Rewarding voters with increased airdrop odds is an effective way to incentivize participation in governance decisions. By doubling the odds for wallets that participate in the upcoming City governance vote, more people may be motivated to engage in the process, leading to greater voter turnout and a more engaged community. This could ultimately benefit the project as a whole, as it could lead to more informed decisions and a stronger sense of community ownership.

Argument AGAINST:

Favoring active voters with increased airdrop odds could reduce the effectiveness of the Citizen airdrop as a reactivation mechanism. Additionally, it may incentivize people to vote solely for the chance at a greater reward, rather than for the benefit of the project as a whole. It is important to ensure that any voting incentives do not compromise the integrity of the voting process or create a negative perception of the project.
