BRT-23: Increase airdrop odds for Full Set and Ultra Full Set holders

tl;dr

Incentivize holders to collect Full and Ultra Full Sets (UFS) by providing better odds during upcoming airdrops.

Proposal

Citizens held as part of a Full Set or UFS receive 1.5x and 2x odds respectively in the upcoming Paris & Venice CryptoCitizen airdrops.

This modification would not allow the same CryptoCitizen to win two minting reservations, it would simply change the odds that any Citizen held as part of a Full Set or Ultra Full would be chosen during the raffle. Citizens held in the same wallet as a Full or UFS do not receive increased odds.

Argument FOR: ~40% of Citizens are held by Full Set holders, representing a sizable minority that is deeply invested in the success of the project. Airdrops were originally designed to reward people for staying engaged and make it easier to collect Full Sets. Communities tend to follow the 1% rule, where a small percentage of holders are responsible for the majority of new content that others benefit from. We want to reward this group of holders by giving them increased odds of earning a Citizen in the upcoming airdrops, thereby allowing them to maintain their Full Set and encouraging ongoing participation.

Argument AGAINST: Favoring Full Set holders with increased airdrop odds could reduce the participation of smaller, individual holders. We have a large number of holders who only hold a single Citizen, and although this only reduces their odds of winning by 0.002%, the perceived difference may cause negative feelings from this group.

FAQ

Q: What if my Full Set / UFS is split across multiple wallets that I control? A: After the snapshot we will reference delegate.cash to combine assets across wallets that are delegated.

Q: What if I have a Full Set, plus some additional Citizens? Do those also get the multiplier? A: No, only Citizens that make up a Full Set or UFS will be included in the multiplier. Additional Citizens will receive standard odds of being selected.

Q: Does this mean someone with 8 Citizens could win 12 times? A: No. The maximum number of times a wallet can win is equal to the number of Citizens held. Even if a Citizen has increased probability of being selected, it cannot win twice.

Q: What about the waitlist? A: Any wallets that do not win in the original airdrop may enter a waitlist. The waitlist will not provide additional benefits to Full Set or UFS holders, and wallets that won in the first round cannot enter the waitlist. This is intended to help give individual Citizen holders who are active a greater chance of winning.

Q: Can I win more than once on the waitlist? A: No, a wallet on the waitlist can only win once.

Q: If I split my Citizens across multiple wallets and join the waitlist, does that mean I can win more than once? A: No. We have systems in place to detect suspicious onchain activity, and any wallets suspected of gaming the waitlist will be disqualified.
