Proposal #15: extend bCRED incentives program

2 months ago, we've introduced a program to incentivize value production for the BUILD DAO (proposal #9).

This proposal aims to extend this program.

Updated list of guardians: @Son of Ishtar and @0xdev0

• Mint unlocked 1,000 bCRED to each guardian for immediate tipping availability = 2,000 bCRED
• Mint vested 6,000 bCRED (2k / month unlock rate) to each guardian = 12,000 bCRED.

Total guardian bCRED = 12k+2k = 14k bCRED

Guardians will be responsible for creating incentives and distributing bCRED to those who help produce value for the DAO.

If the vested balances remain unused for 30 days or more (length of time is subject to change), the vesting will be revoked.
