Proposal #10: Convert treasury DAI to aDAI

BUILD Finance currently holds (among other assets) DAI 203,849 in its treasury.

These funds are sitting idle and not generating any yield.

At 5% / year, swapping DAI to aDAI would generate for us about 850 DAI / month.

If this proposal is passed, all of this DAI will be swapped for aDAI and still kept in the treasury for later use.
