Proposal #19: Repay part of bCRED debt

BUILD is currently running an incentive program on BUILD/ETH pair to earn bCRED. Even though this provides a fairly high APY, it has not attracted a lot of liquidity

In order to increase confidence in the bCRED system, this proposal aims to use 50,000 DAI from the treasury to repay 50,000 bCRED.

By doing this, BUILD will demonstrate the commitment to repay bCRED which should hopefully increase the trust in it.
