Proposal #9: Introduce a fund for community work

This proposal aims to create a community budget for tipping and various small tasks. Payments will be made in bCRED.

We could tip people for proactive work. Or we could create bounties for things like a custom Discord bot for verifying BUILD ownership.

Anyone will be able to propose a tip or a bounty.

These payments would be approved by "guardians" with a balance of bCRED who could send it to anyone without asking for permission. Except for themselves. It must only be used to paying other people. All payments must be logged into a public spreadsheet.

This proposal approves the initial minting of 6000 bRED split equally among the following 6 Discord users who will act as the guardians:

Ethereum accounts of the guardians will be announced later. If some of the proposed guardians fail to provide the address or refuse this role, their share of the allocated bCRED will be put into the BUILD treasury.
