BIP #3: Place build_tucson on map coupled with starting the build_merch initiative

Context:

One of our strongest assets in build_ is our brand and its modularity to fit any city, industry vertical, statement after the underscore. Recently we posted an open call for spearheading a build_merch initiative (https://twitter.com/buildcities/status/1691811149073846672?s=20)

From there, we had a request from community member Dominic Carrillo who is also an active member in our partner orgs at Real World Asset Consortium and Cougar DAO expressed interest to lead this initiative starting with his hometown in Tucson, Arizona.

Proposal:

Issue the build_Tucson City NFT to Dominic Carrillo and place Tucson, Arizona on the web app located at app.buildcities.network for access to the entire network and to start the build_merch initiative out of Tucson.

Additionally, the holding address will be added to the whitelist for future voting on BIPs

Note that only City NFT holders will be able to vote on BIPs (build_improvement_proposal).
