BIP #4 - Remove Cap on build_dreams (Genesis Edition) & Implement 2024 Minting Cutoff

Context:

Originally the build_dreams (Genesis Edition) was released with a 3000 mint cap. We are not reaching this number as quickly as we anticipated and placing a cap on the Dreams in the first place may have been too gamey/short-termism anyways.

Proposal:

Remove cap and cut off build_dreams membership sales for the Genesis Edition by November 5, 2024.

Future build_dreams editions will be released on an annual basis to promote sustainable progress on a long-term horizon. Additionally, this new model will also better align with accounting obligations.

The first city treasury will be activated with all available membership proceeds sold by November 5, 2024 (after any legal, tax, and accounting expenses).

Future city treasuries will be activated based on membership sales in each subsequent year with a minimum $50K USD threshold.

Future build_dreams editions may be released on different networks (i.e. Solana, L2s, Cosmos, etc). to promote ecosystem diversity and cost efficiency.

Voting on this proposal is limited to build_dreams NFT holders.
