INTRO
There has been a lot of conflict as to what constitutes an acceptable (professional) proposal, as well as what etiquette to follow when posting a community-wide vote on Snapshot.
This BIP aims to lay out clear prerequisites for submitting all future proposals and make suggested practices into concrete rules for Council members.
PROPOSAL
Prerequisites
BIPs published on Snapshot must include:
Any Snapshot poll lacking any of these 3 prerequisites will be rejected or considered null and void if published.
Proposal Process
Any holder can submit a draft proposal in the Bullpen on discord (or updated designated channel if/when available) whenever they like.
In lieu of BIP number, start proposal with “DRAFT” and then follow prerequisites 2 and 3.
Submitters must also 1) ping @CouncilMember in the proposal draft and 2) state how long draft is open for feedback. Minimum 7 days.
Council Express Option
This clause, which is a separate voting option (2), would give Bull Council 3.0 the ability to publish snapshot polls without the 7-day delay.
Under Council Express, any of the 7 Core members can submit a proposal inside Council’s private discord channel. If/when they reach 4 Core upvotes, the author(s) can publish the BIP immediately.
Duration
BIPs will run no less than 7 and no more than 30 days. The holder who submits the proposal gets to choose duration within this range.
SUMMARY
The need for a standardized BIP process on Snapshot has resulted in a lot of bad blood. This proposal ensures something like that cannot happen again.
Let’s make it simple for any community member to submit a BIP to make BOTB even better.
