SP-0029- Add Pascal Ritter to Bull Council

Hello Everyone,

We'd like to propose adding new member to the Bull Council: Pascal Ritter (discord inui#7288) to replace NFTDubCollector.

This snapshot vote will be live for 24 hours for the community to approve Pascals's appointment to the council.

We are acting with haste in this situation as the member we are replacing has gone awol and is not responding to any communication requests, therefore is incapable of fulfilling his duties relating to BOTB.

Pascal is one of our Project Managers who is fully doxxed and has put a large amount of work into the contributing teams efforts for BOTB. He has been a community member since near mint and continues to believe in Bulls On The Block long term and is always available whenever we need to contact him to sign transactions or discuss matters within the Bull Council/ Contributing Team.

He has represented us at VeeCon and will do so at NFT NYC, as we continue to pursue partnerships and connections in the wider NFT Space.
