C3IP1: Add MCO2/KLIMA and MCO2 as a gauge for C3.

Proposal: Moss Earth aims to catalyze climate action and assist in the goal of facilitating a carbon market on-chain. Our carbon token has been utilized by corporates such as SkyBridge, One River Asset Management, and GOL (a major Brazilian airline with >50 million customers in LatAm) and is listed on various exchanges, including Coinbase. We believe having multiple carbon assets and bridges will lead to a more robust on-chain carbon market.

We have already voted for klima as an asset in their treasury, and since then, over 300k MCO2 has been absorbed in the klima ecosystem. We would like to be included in the gauge for C3 as well.

In return, we will allocate 100k moss tokens (our native governance token) for dual rewards. 4166 MOSS per week for 6 months, 2133 MOSS per gauge, per week for 6 months. We will also use C3s infrastructure in the future in order to bridge tons on chains. We think there is a large synergy between the two projects, and think this would be a beneficial partnership for both.
