Delegate new neighborhood decisions to "New Neighborhoods Council"

This proposal seeks to delegate responsibility to the New Neighborhoods Council (formally known as Road to Node Mode!) to make decisions regarding the first new neighborhoods on behalf of the DAO.

The council is a temporary structure to bootstrap the neighborhood network. It will last until the end of Season 4 OR the first 7 neighborhoods are onboarded, whichever comes first.

Eventually, the DAO seeks to replace the system with something more decentralized and protocol-based (such as a TCR).

Decisions that the DAO would delegate to the New Neighborhoods Council

• Which Neighborhoods to admit into the Cabin Decentralized City (for the first 7)
• The number of Cabin each Neighborhood needs to stake
• Directing partnerships with node-adjacent projects and communities
• Spending funds from the Placemaker's Guild budget to support this effort

Formation: The members of the New Neighborhood Council are as listed below. We may swap people from time-to-time as needed
