CMP-2022/2 - Boost Lotteryv1 via iTax

In the first version of our Cake Monster Lottery, the prize pot on each draw will be determined by unclaimed Diamond Claw Level 5 CAKE dividends accrued by the staked Gravity Vault (PCS Syrup Pool).

To elevate the potential prizes for Lottery Ticket NFT holders, we would like to add a portion of CAKE coming from iTax transactions. This would add more dynamic to the potential prize pot as it would constantly increase between each draw and add a new constant to it, as sometimes maybe only small wallets get taxed and sometimes really big wallets.

We hereby propose to use 5% of CAKE added by iTax transactions for the Diamond Claw Lottery.
