CMP-2021/2 - Increase Kitchen Management Frequency

As $MONSTA becomes more valuable, the selling pressure of each kitchen management is increased, causing larger impacts on $MONSTA price.

To reduce selling pressure, we hereby propose to increase the frequency of kitchen management by 100%, which will halve the volume/time required to reach the next kitchen "MAKE" and increase the number of potential participants at the same time period.

This leads to smoother price action for $MONSTA and adds value to all Diamond Claw NFT's using their kitchen management benefits and furthermore contributes to higher chances of non-NFT holders to earn kitchen rewards.
