After Burner Bounty

**I Would like to propose we update the after burner fuction on the locked CAKE staking pool. **

Currently, when someone's CAKE lock expires they have 7 days to withdraw or re-lock their CAKE and earned rewards. After 7 days the after burner starts and this will burn their rewards slowly over a few months until they hit 0 CAKE earned.

I would like to propose we add a bounty system so other members of the pancake community can check what stakes have expired and have started burning and claim a bounty for moving these CAKE to the flexi pool.

Once a expired locked CAKE position starts burning the community members will have the option pay the bnb transaction fee to move these CAKE from the locked pool to the flexi pool, claim a bounty thats equal to 10% of the earned CAKE rewards and send 10% of the earned CAKE rewards to the burn. First to claim the reward gets it.

To claim this bounty the community member should have 10,000 vCAKE.

The after burner should not start after 7 days. This time frame should be changed so the amount of time is equal to the amount of time the coins where locked. so if you lock for 7 months the after burner kicks in 7 months after your lock expires.

Outcome for forgetful stakers = They get their investment back + 80% of earned CAKE rewards,and all their CAKE is staked in the flexi pool earning more CAKE rewards

Outcome for the community member = They pay a transaction fee and get 10% of the earned CAKE rewards

Outcome for the the protocol = 10% of the earned CAKE reward is burned
