Proposal to enhance governance proposal system

Hello Chefs and community.

It has been apparent that the outcries in our community for change, transparency and accountability are growing.

Those of us who do not wish to dump CAKE purely because we feel that we are not being listened to, want to propose critical changes to how our voice is heard by the Chefs, and the acknowledgment of such.

The following proposal outlines one key area that we see needing improvement, in order to roll the ball forward in keeping PCS a governable and engaging system.

The proposal system

Many of us believe the proposal system is unfavorable to community ideas, we have no mechanism of engagement on truly valid and plausible theory from the community, even with resounding yes votes.

This causes many issues, especially towards sentiment, questionable centralization and importantly the utility of vCake as a whole.

It is also of our attention that the current proposal system is encumbered with invalid proposals of begging for money, irrelevant garbage and shilling.

I believe we can solve this by introducing a 2 part proposal system for the benefit of PCS community.

Part1: Having valid proposals at its first stage both verified by PCS team for authenticity, and then moved to a second pool.

Part2: Proposals that have made it to the second pool, are then voteable again and given proper review and feedback by PCS team as part of an engagement effort that the investors would like to see.

This will be the first of multiple engagement proposals that are put forward based on the outcries of our community.

I hope to see our next one put forward by means of a new proposal system.
