Increase the threshold for raise a proposal

since the threshold for pancake is 10 vcake, I think it's too low, will generate a large amount of useless proposals for community, will decrease the efficiency, so I propose to increase the threshold of vcake hold to make a proposal, such as 100 or 1000 vcake, to improve the quality of proposal, thanks!
