Community Governance Cleaning Mechanism

This proposal goes to guarantee that the community proposals make sense and work towards what we are looking for: improvement or discuss ideas about Pancakeswap

Most of the community proposals are full of scam and no sense requests that should be avoided to have a clean space to work towards cooperation.

The idea is to set a requirement for setting a proposal that can be slashed if the proposal reach No With Veto votes.

The idea is that each proposal require a minimum of 5 CAKE commitement to make them, if they get Vetoed that CAKE will go towards BURN.

Each proposal must be reviewed by a Chef to guarantee that the No With Veto is applied correctly and we are not harming or Censoring real proposals.

We will disencourage scams and no sense request, but if they still want to their CAKE will go to the incinerator.
