Enable penalty/slashing for spam proposals

Hey guys! Recently there is a spam attack on Pancakeswap proposal board. Raising Cake requirement for Cake is one one to solve the problem. Therefore I believe we need a more strict mechanism to penalize spammers in a form of slashing.

Any ideas on how to implement are welcome
