More functionality for Cake with VIP pools

This proposal is designed to give the Cake token another use, to make it more attractive by creating an exclusive product.

The idea is to make one more product, with a function similar to that of the IFO. As in order to participate in an IFO, Cakes blocked in the pool are needed, and with this and the blocking time the iCakes are determined (cakes that could be compromised in the IFO), the idea is to create the same type of product with exclusive syrup pools.

Example:

The sCake would be created, which would not be a new token, having the function similar to iCake or vCake, but for staking power.

As in the IFO's, here depending on the number of Cakes blocked and the blocking time will determine how many sCakes (Cakes) you can commit to the new pools.

These pools would be exclusive for users who have Cake blocked and a profile created.

With this, a new product would be created with exclusivity, that only those who block their Cakes can access, meaning that the longer the blocking time and the more Cakes blocked, the more you can contribute to the pools.

We would have a new product, more demand for Cake, more blocking of Cake, and more exclusivity for the project. Users will have more reasons to block, renew or simply not get their Cakes, apart from the existing benefits.

The pools would be as before, only some, at the request of the project, and of the community through voting, would be exclusive (VIP Pools)
