Vote up, Vote down Proposals - similar to Reddit
As the Proposal titles says, adding a 'Vote up' and 'Vote down' to proposals. This ensures:
- Trash Proposals stay at the bottom.
- Most important/relevant/valued by community members stay at the top.
- Devs life becomes easier.
