Add Proposal Writing "Requirements"

Dear All,

If we see last few closed "Voting proposals" , someone was spamming the Proposal function with "How are you" type Proposals which don't make any sense at all. I wanna say that in order to remove this kinda spamming. We should add some requirements in order to "Make a Proposal"

My Suggestion for "Requirements"

"Anyone who has 100 Cakes or more in Staking contract or in Wallet. Only that person should be allowed to make proposals on the Voting platform. "

I hope you all agree to this proposal so that Pancakeswap Team make changes to the Proposal function requirements.
