Use part of nft market fees to buy random nft and burn it

We propose that we use 20% of the fees collected during the week in the nft market of each collection, to be used to purchase 1 random nft chosen via drawing, and the other 80% continue to be used for CAKE burning. This will help keep the nfts market even more heated.
